Replaces the SPL-Token-specific ZK Token Proof program with a general-purpose ZK ElGamal Proof program that verifies zero-knowledge proofs over Pedersen commitments and Twisted ElGamal encryption (sigma protocols over curve25519), enabling Confidential Transfers and other private-balance protocols.
